PURPOSE This fund was established to meet the financial needs of the region's activities. Should other monies come available, they may be accepted by this fund. NAME The fund's proper name "CSI SOUTH CENTRAL REGION TREASURY FUND" may be shortened for convenience to Region Treasury Fund (RTF). FUNDING The RTF accrues monies maintained by a per capita region assessment to each chapter, excluding student chapters and student members in any chapter. The June 30 Institute membership statistics shall be used to determine the assessment annually. The assessment multiplier is determined each winter for the next year's budget by the PC when approval of the proposed budget for the coming year is established by the PC. Emergency assessments may be approved by majority vote of the PC by written ballot of the chapters. The amount of such emergency assessment shall be based on each chapter's membership, excluding student members, as of the previous June 30th. Upon receipt of an assessment invoice, each chapter shall promptly pay to the region treasurer the amount assessed them. The region treasurer shall prepare and submit a financial report of the RTF at each PC meeting and as requested by the Institute directors.
OPERATIONS The RTF shall be governed by the Presidents' Council (PC) and administered by the region treasurer. The funds will be deposited in a financial institution selected by the region treasurer as approved by both Institute directors. If requested by the Institute directors, the immediate past industry or associate Institute director may serve as the region treasurer. If the immediate past region industry or associate is unable to serve as the region treasurer, the Institute directors shall appoint the region treasurer. The region treasurer shall collect and disburse funds as directed by the Presidents' Council and maintain proper records. Only the region treasurer's signature shall be required for RTF checks, with the Institute directors' signatures on file as additional acceptable signatures. The region treasurer will send to the region conference host chapter the budgeted funds (seed money) for the region conference, prior to May 1st or earlier if requested by the host chapter and approved by the Institute directors. Requests for reimbursement from the RTF is by use of a standardized request form available from the region treasurer.
BUDGET The Institute directors will present a proposed budget with commentary for the coming fiscal year at the winter PC meeting. The PC will accept or modify that proposed budget at the PC meeting. At the summer PC meeting, the updated proposed budget updated will be ratified. ALLOWABLE EXPENDITURES Support or advancement of Institute and region programs and objectives. Expenses of producing region operating manuals. Advance funds for region conferences (to be reimbursed to the region by host chapter). Deficit of a region conference, if approved by the PC and both Institute directors. Region correspondence expenses. Travel and operation expenses of region committees. Expenses of region caucus at Institute convention. Expenses relating to leadership orientation. Other expenses as approved by the PC and Institute directors.
